It does not need web-access to run. Please use : https://www.scratchjr.org/ or for Windows desktop version https://jfo8000.github.io/ScratchJr-Desktop/ We recommend iPads running iOS 9 or greater and Android tablets running Android 5 (Kit Kat) or higher
