If sugar cubes are hard to locate, or if you just want to use other materials you can build with cardboard, Popsicle sticks, toothpicks, marshmallows or anything your student brings to class. We are very flexible.

1 hour per week in class, and maybe some time outside of class.
If students and parents are comfortable with a glue gun they can use this to construct their castle. Otherwise, ordinary glue also works.
Castle, by David Macaulay, is a great source for medieval castle history. It is full of illustrations about every part of the castle and might be useful for the student to refer to while designing their castle.
