I developed this method when I was in the United States Air Force and the editor and supervisor of a newspaper staff of young writers. When I saw they were making too many mistakes, we talked about how they were rushing to proofread their articles without having a clear idea of how to do it.
I came up with this step-by-step procedure for writers to focus their attention on specific items one at a time instead of trying to spot everything at once. This resulted is far fewer errors and better overall writing on my staff.
